Management of Radiation Emergencies
Emergency and Environmental Monitoring
The Nuclear Regulatory Authority acts as a national notification point for radiation emergencies that may occur within the borders of our country or that may occur outside the borders of our country and affect our country. In this context;
• Nuclear facilities,
• Radioactive waste facilities,
• Radiation facilities,
• Radiation applications and radiation sources,
• Activities which are not under regulatory control,
notifications regarding emergency situations can be made to our Institution by phone numbered 444 63 56 and fax numbered 0312 285 77 54.
Presidential Decree No. 95 on the Organization and Duties of the Nuclear Regulatory Authority published in the Official Gazette dated 08/03/2022 and numbered 31772 and Law on the Organization and Duties of the Disaster and Emergency Management Presidency dated 29/5/2009 and numbered 5902 and regulations on the subject;
- Regulation About Management of the Radiation Emergencies,
- Disaster and Emergency Response Services Regulation,
- Regulation on Tasks Regarding Chemical, Biological, Radiological and Nuclear Threats and Hazards,
are the main legislations about the management of radiation emergencies.
Based on the legislation, the national planning structure was created and the National Radiation Emergency Plan (URAP), which determines the principles of the planning to be made at the national and local level, the intervention to be carried out and the conduct of international relations for a radiation emergency that may occur in the country or abroad, was prepared and entered into force. Responsibilities of the Nuclear Regulatory Authority regarding radiation emergencies within the scope of national legislation and planning structure are:
• To determine generic criteria and operational intervention levels,
• Providing information support to first responders,
• Evaluating notices and notifications, informing the AFAD Center of the province affected by the radiation emergency, the AFAD Presidency, the relevant ministries and organizations,
• Setting up radiation monitoring and warning systems, ensuring radiological monitoring and evaluating data,
• Receiving notifications within the scope of relations with international conventions and institutions, making notifications to take necessary precautions and coordinating information exchange,
• Evaluate on-site radiation emergency plans and their compatibility with off-site plans,
• To determine requirements for classification and reporting of radiation emergencies,
• Establishing guidance dose levels for emergency workers,
• Evaluating conditions at nuclear facilities, radiation facilities and radioactive waste facilities, making dose estimations and making recommendations to decision makers..
The Nuclear Regulatory Authority fulfills the duties related to the operation of the Radiation Monitoring and Warning System Network (RADİSA) within the scope of its task of "establishing radiation monitoring and warning systems and ensuring radiological monitoring" regarding radiation emergencies. "Environmental Atmospheric Dispersion Modeling System - Environmental Emergency Response System" (CADMS) is used to make dose estimations and advise decision makers during radiation emergencies.
The system consists of four main elements: limited area meteorological forecasting software, long distance particle transport software, short-term dose calculation software and graphics software for results. Studies on decision support systems, which can be an alternative to the "Environmental Atmospheric Distribution Modeling System - Environmental Emergency Response System" (CADMS), which will calculate the regions of our country that will be affected (to what extent and when), after a nuclear accident that may occur in the country or abroad, are continuing.
