International Atomic Energy Agency (IAEA)

The International Atomic Energy Agency (IAEA) provides various peer review and advisory services to Member States. These services involve teams of international experts, coordinated by IAEA experts, who review and advise on the compliance of national practices with IAEA standards. These services cover areas of IAEA expertise, including nuclear safety, nuclear security and safeguards, and the safety and security aspects of radiation applications. These services of the IAEA are provided not only to regulatory bodies but also to authorized persons.

Republic of Türkiye and Nuclear Regulatory Authority of Republic of Türkiye (NDK) have so far received Integrated Nuclear Infrastructure Review (INIR), Site and External Events Design Review Service (SEED), International Physical Protection Advisory Service (IPPAS), Integrated Regulatory Review Service (IRRS), and International SSAC Advisory Service (ISSAS). Preparatory work is ongoing for the receipt of the EPREV mission. In addition, Republic of Türkiye supports the IAEA by participating in various missions carried out in other countries at an expert level through NDK experts.


The INIR (Integrated Nuclear Infrastructure Review) mission is a holistic review that assists IAEA Member States evaluate the state of their national infrastructure for the launch of nuclear energy activities. This review, conducted in the host country by a team of international experts with specialized knowledge in nuclear infrastructure development and under the coordination of the IAEA, examines the full spectrum of infrastructure required to establish a safe and sustainable nuclear energy programme. As part of the mission, States are expected to conduct their own self-assessment in an independent and objective manner.

The INIR Mission was held in Ankara between 04-14 November 2013, upon the request of the Ministry of Energy and Natural Resources (MENR), and the self-evaluation report was reviewed by the IAEA experts. As a result of this study, a Mission report containing the recommendations and suggestions determined by the experts for Türkiye was prepared and submitted to the MENR. The Turkish Atomic Energy Authority (TAEK) participated in the INIR Mission studies as well.

SEED is a bundled peer review service designed to assist the IAEA’s Member States in the different stages of life of nuclear installations (power plants, research reactors, advanced reactors, etc.) based on IAEA Safety Standards and Guidelines. The SEED modules address the following phases of the development of a nuclear project: site selection, site safety assessment, design of structures, systems and components, plant safety assessment, and operation, taking into consideration site-specific external (both natural and human-induced) and internal hazards (fire, flooding, impacts, etc.).

Upon request from a Member State, SEED provides an independent peer review, an advisory service or capacity building support on safety aspects of the installation siting, design and safety assessment.

SEED Mission was carried out by our Country in 2017. The follow-up was carried out in May 2021.

The International Physical Protection Advisory Service (IPPAS) Mission, which supports states upon request to protect nuclear and other radioactive materials, facilities and activities using such materials from theft and sabotage, assists states in strengthening their national nuclear security regimes, systems and safeguards.

The IPPAS mission includes a national review of the legal and regulatory framework, a comparison of the existing national nuclear security regime and nuclear security-related systems and practices with relevant international instruments and IAEA nuclear security Guidance Documents.

NDK received the IPPAS mission in 2021.

The Integrated Regulatory Review Service (IRRS) Mission, provided by the IAEA, aims to review, strengthen and improve the compliance of member states' regulatory infrastructures on nuclear, radiation, radioactive waste and transport safety with IAEA safety standards.

NDK applied to receive the IRRS mission and the planning and implementation process has completed. The IAEA team was formed for the IRRS Türkiye mission, and the team carried on their works. In parallel with this process, a self-assessment process was carried out and completed by NDK experts in terms of compliance with IAEA safety standards. Studies for the analysis of self-evaluation findings and the preparation of an action plan to eliminate the differences with the SWOT approach were completed.

According to the IRRS Türkiye implementation calendar, preliminary findings was discussed at the preliminary meeting held in May 2022 with the IRRS Team leader, deputy team leader, coordinator and deputy coordinator. In June, our national report was finalized and it was sent to the IRRS team. The IRRS team finalized its findings with the meetings held in Republic of Türkiye in the first half of September 2022 and prepared the IRRS country report. The IRRS country report, which is completed with the meticulous work of both teams, includes the good practices of NDK and includes recommendations for fields for improvement. An Action Plan is prepared by NDK regarding the improvement of Recommendations and Suggestions.

NDKInternational Atomic Energy Agency (IAEA) State's System of Accounting for and Control of Nuclear Material (SSAC) Advisory Service (ISSAS) was established in 2004 by the IAEA to assist countries in establishing a SSAC system or maintaining existing SSAC systems upon request.

The ISSAS mission evaluates a country’s compliance with its obligations under its safeguards agreement and additional protocols with the IAEA.

ISSAS mission was conducted by NDK on 9-17 October 2023 with the participation of the international team of experts from the International Atomic Energy Agency (IAEA) and representatives of Türkiye relevant Institutions and Organizations.

In the Mission, the current situation was reviewed by comparing Türkiye's national nuclear safeguards practices, legal and regulatory framework for nuclear safeguards, systems and practices for nuclear safeguards practices with the relevant international agreements and IAEA Nuclear Safeguards Guidance documents.

The Mission Report, prepared by the IAEA, was submitted to NDK in July 2024.

The Emergency Preparedness Review (EPREV) Mission is one of the peer reviews offered by the IAEA to strengthen nuclear safety in Member States. The EPREV mission focuses on regulations and capabilities to prepare for and respond to nuclear and radiological emergencies.
