Forum of the State Nuclear Safety Authorities of the Countries Operating WWER Type Reactors

.The WWER Forum was established in 1993 following a Memorandum of Understanding issued after a workshop held in Bulgaria. The objective of the Forum is to promote nuclear safety and radiation protection in member states by facilitating the exchange of information and benefiting the collective experience of national regulatory authorities on safety issues. Membership in the Forum is open to Nuclear Safety Authorities from countries operating WWER-type reactors. In addition, other public authorities and international organizations with relevant expertise in nuclear safety or radiation protection related to WWER-type reactors may also participate as observers, subject to the recommendation of the Forum Chairman.

Under the Memorandum of Understanding, working groups are established to address issues identified by the Forum.

The current working groups are as follows:

  • Application of Probabilistic Safety Assessment (PSA) methods in regulatory activities,
  • Working Group on Ageing,
  • Working Group on Reactor Physics Analysis.

The Forum, which gathers once a year, is hosted by the member countries in turn. As a rule, the heads of the regulatory authorities of the member states attend the annual meetings. During the forum meetings, head of delegations presents information on nuclear and radiation safety regulations in their countries and discuss key safety incidents occurring at VVER Nuclear Power Plants. Decisions in the forum are taken by consensus.

The founding members of the WWER Forum include Bulgaria, the Czech Republic, Armenia, Finland, Hungary, the Russian Federation, Slovakia and Ukraine. The People's Republic of China, the Islamic Republic of Iran and India have subsequently joined the Forum as members. In addition, Belarus, Germany and the International Atomic Energy Agency (IAEA) participate as observer members.

The 27th Annual Meeting of the WWER Forum was held via videoconference from 30 November to 2 December, 2021. The meeting was organized and hosted by the Hungarian Nuclear Regulatory Authority (HAEA). Nuclear Regulatory Authority of the Republic of Türkiye (NDK), Egyptian Nuclear Regulatory Authority (ENRRA) and IRSN attended the meeting as observers for the first time.
