The Instrument for International Nuclear Safety Cooperation (INSC) is the European Union’s (EU) foreign policy instrument that contributes to the promotion of the implementation of international agreements and conventions in the field of nuclear safety and the adoption of high security standards.
The project titled “Support to the Regulatory Authority of Türkiye (TR3.01/16)” within the scope of INSC activities to be carried out jointly with the EU was launched in 2018. This project, which started with Turkish Atomic Energy Commission (TAEK), was transferred to Nuclear Regulatory Authority of Republic of Türkiye (NDK)after the establishment of NDK. The aim of the project is to increase the technical knowledge and experience of the NDK personnel in regulatory activities related to nuclear safety. The main contractor of the project is RiskAudit, a joint venture of French IRSN and German GRS firms. The kick-off meeting of the project was held on 18-19 January 2019 in Brussels. The project, which was planned to last 3 years in total, is financed by the EU, and the budget of the project has been determined as 2 million Euros.
Within the scope of INSC, workshops, joint studies with experts and on-the-job training were held to increase the capabilities and capacity of NDK in the following areas:
- Enhancing capabilities for assessing deterministic and probabilistic safety analyses
- Improving manufacturing and construction inspection capacity and capabilities
- Improving the management system of the regulatory body
The aforementioned project was completed as of February 2022. The dissemination meeting of INSC was held in NDK headquarter on 7-8 February, 2022.
The work of the second INSC Project, titled “Further Strengthening the Nuclear Safety and Radioprotection Regulator in Türkiye” covering the years 2023-2026, is currently being carried out. The second project, with a budget of 3.5 million Euros, consists of 7 tasks and 15 sub-tasks related to nuclear safety and radiation protection Kick-off Meeting of this Project conducted at 28th-30th November 2023 in NDK.
