Authorization for Items Subject to Nuclear Export and Import Control

Export of items listed in Nuclear Trigger List and Nuclear Dual Use List

In accordance with the Regulation on Nuclear Export and Nuclear Import Control, an export permit from the Nuclear Regulatory Authority (NDK) is mandatory for the export of items included in the Nuclear Trigger List and the Nuclear Dual-Use List to any recipient country for peaceful purposes.

Exporters seeking an export permit for items listed in the Nuclear Trigger List or the Nuclear Dual-Use List must submit their applications to NDK via the e-Government (e-Devlet) portal.

The Authority reserves the right to request additional information and documents during the evaluation process if deemed necessary.

Required Documents

The following documents must be provided during the application:

Application Form: As specified in Annex-1.

End-Use Certificate: As specified in Annex-2, certifying the peaceful use of the items.

Chamber Registration: A certified membership certificate from the Chamber of Commerce, Chamber of Industry, or Chamber of Commerce and Industry.

Technical Specifications: Detailed documentation showing the technical characteristics of the items to be exported.

Physical Protection Agreement: If the items are listed in the Nuclear Trigger List, a contract signed between the exporter, importer, and carrier regarding the implementation of physical protection measures is required.

Issuance of the Permit

Following the evaluation of applications submitted through the e-Government portal, the Nuclear Regulatory Authority issues an official Export Permit for approved requests. The original physical document is sent to the relevant organization via postal services.

Import of items listed in List of Items Subject to Nuclear Import Control

In accordance with the Regulation on Nuclear Export and Nuclear Import Control, the list of items subject to nuclear import control was defined by the Nuclear Regulatory Board Decision dated December 26, 2025, and numbered 2025-65/2-2.

An import permit from the Nuclear Regulatory Authority (NDK) is mandatory for items included in the List of Items Subject to Nuclear Import Control. All applications must be submitted through the e-Government (e-Devlet) portal.

Required Documents for Application

The following information and documents must be uploaded during the e-Government application process:

End-User Request Letter: A formal declaration from the final user of the items.

Invoice / Proforma Invoice: Original signed and stamped copy.

Technical Specifications: Documentation detailing the technical characteristics of the items to be imported.

Chamber Registration: A certified membership certificate from the Chamber of Commerce, Chamber of Industry, or Chamber of Commerce and Industry.

Annex-1: End-User Request Letter for Nuclear Material and Strategic Materials.

Annex-2: End-User Request Letter for Nuclear Reactors, Unirradiated Fuel Elements for Nuclear Reactors, and Machinery and Apparatus for Isotopic Separation

For import permit applications submitted to NDK via the e-Government (e-Devlet) portal, applicant organizations must also create a corresponding application through the Single Window Portal System (Tek Pencere Sistemi - TPS).

Issuance of the Permit

Following the evaluation by the Authority, import permits are approved electronically via the Single Window Portal System (TPS).
